There have been de-escalation controls in place since the Cold War and cooler heads can and have avoided catastrophes. The context is this dude would hope to open dialogue before bombing Senkaku.
Trump was the guy who actually fired Mad Dog and undermined our own generals by labeling them as incompetent (in Syria and Afg). What do you expect them to do? Yes men? This is not a banana republic with a junta man. The executive has enough power now.
